It is not decisive, what computer you download on - but instead, that the material you are downloading is posted on the Internet with the rightholder's consent.

This means, that you may download at any computer – even on an internet café - as long as the download is for personal use for you or your household of legal material.

It is illegal to give/produce a digital copy of a music CD or DVD movie to anyone outside your household. Therefore you have to delete any downloaded files, saved on your hard drive, from your computer before signing the computer over to colleages or other pupils at school
