Why do authorities concern themselves with counterfeit goods at all?

Counterfeiting infringes the rights of a person or a company which own the right to produce and market the genuine goods. However, it is important for the economy to encourage creativity and innovation as much as possible. Furthermore, counterfeit goods may pose a health and safety risk to consumers. And finally, as it turns out, counterfeiters are often linked to organised crime or help finance it.
